How to Block Ip address range IE China

I'm new to this application. We have shared hosting under IIS 7.5 with Helicon Ape installed. We need to block Chinese IP addresses from viewing our website. They are ripping content and are really trying to rip our business from us. Can anyone help me with this?

You can modify it the way you need.
