Outgoing rule

Hello,

i can't find any information about outgoing rules. What i mean is for example this:

Rewrite http://web.cz/folder/name.jpg TO http://img.web.cz/folder/name.jpg

But i want to rewrite this before the request is made. So it is changed when HTML is compiled.
